Last leaf has a tear along the margin with some loss to the final text.  Boutwell was a Massachusetts US Congressman, Senator, Governor of Massachusetts, and Secretary of Treasury under President US Grant.   He was important in the passage of the Fourteenth and Fifteenth Amendments. He sponsored the Civil Rights Act of 1875.  An important abolitionist figure and leader in the impeachment of Andrew Johnson.
